SUMMARY
Kate/Kwrite has Unicode support, but while it allows to use Compose and AltGr to insert Unicode characters, it does not allow to use Ctrl+Shift+U, as specified in ISO-14755.
It would be nice to be able to use this method as well.
This does conflict with Kate's case keyboard shortcuts however (namely Ctrl+U, Ctrl+Shift+U, Ctrl+Alt+U), so such a change would require changing the respective keyboard shortcuts.

That shouldn't be the responsibility of the application. Qt already delivers keycodes as Unicode characters, so whatever does the mapping of keycode combinations to Unicode should handle it, so that it works everywhere.
