STEPS TO REPRODUCE
1. search for "mouse" kcm in the apps launcher and open it
2. increase the size of the window by dragging its bottom border
3. minimize the window
4. unminimize the window

OBSERVED RESULT
the window shrinks itself, it reverts to its initial (too small) size

EXPECTED RESULT
the window does not shrink itself

Still reproducible only on X11.
