cursor over + icon button in Categories form

SUMMARY
What does the big + with badge in Categories do?

STEPS TO REPRODUCE
1. Open Skrooge accounts
2. Open Categories
3. Choose a category
4. Hover over the + with badge to the right of the Name field in the Category form
5. Go read https://docs.kde.org/trunk5/en/extragear-office/skrooge/categories.html hoping for an explanation.

OBSERVED RESULT
There's no tooltip and no help appears in the left of the bottom margin (see attachment).
The Skrooge handbook doesn't mention this button.

EXPECTED RESULT
Tooltip and help.
I think this is simply "Add new category" and the icon with badge comes from
    ui.kAdd->setIcon(SKGServices::fromTheme(QStringLiteral("list-add"), overlaycategories));

It's obvious to me now, but I was confused because unlike in Operations and Payees this add button is on a different line from [✓Modify]. Unless it has very different behavior. I think it should be on the same line as [+Add], the way the Payees form appears (skrooge/plugins/skrooge/skrooge_payee/skgpayeepluginwidget_base.ui)

ADDITIONAL INFORMATION
The appearance of the button is different in the handbook https://docs.kde.org/trunk5/en/extragear-office/skrooge/categories.html compared with my screenshot, but that's probably just a theming issue.
