Yes, this markers are not good visible. But you can jump to the in/ou point by alt+arrow left/right. Moving by left/right arrow and set a new in/out point by hit I or O. Mouse: hover over the end of the blue band and the cursor change to <-> and you can move the in/out point by pressing the left mouse button. Tested with 19.04.3b.
