SUMMARY
Since 5.16 there is no spacing between the inline message that shows up when widgets are locked and the first combobox in the layout, making the two seem glued to each other. 

Culprit is me: https://phabricator.kde.org/R119:230ac60a3195320ae69e502f525993b56c0d1833

A fix wouldn't entail a revert but adding a spacer into the layout.

[desktoppackage] Re-add spacing between inline message and first UI element

Summary:
This patch fixes the lack of spacing between the inline message that shows up when widgets and locked and the first UI element present in the layout.

Included is also one minor wrong title case fix.
