Is anything installed in ~/.local/share/plasma/look-and-feel/

Thanks for the reply.

Here's what's in the directory:

kpluginindex.json  
org.KDE-Story.desktop  
org.Sleek.desktop

When installing a theme, nothing ever goes into this directory.

So in system settings you see these two:

org.KDE-Story.desktop  
org.Sleek.desktop


and breeze + oxygen

but nothing new?

Nope, never anything new. Even after a bunch of installs from the "Get New Look and Feel Themes". In the Look and Feel window, I see:

Breeze
Breeze-Dark
Fedora

Nothing ever changes in:

~/.local/share/plasma/look-and-feel/

Not seeing sleek or story is weird. Sounds like we have two bugs.

Can you upload:
~/.local/share/plasma/look-and-feel/kpluginindex.json

Opening this file shows invalid characters in both nano and kwrite.

"The file /home/user/.local/share/plasma/look-and-feel/kpluginindex.json was opened with UTF-8 encoding but contained invalid characters."

Not really - it didn't have the file attached. 
This is rather inactionable for now, lets follow anything new in a new report.
