This one's new in 3.1.0, there was no problem with the versions before:

If the title of a quick start entry contains non-ASCII characters, they are displayed with the wrong encoding. One gets those characters when UTF-8 is displayed as ISO-8859-1. Example here: Title should be "Kassenzahnärztliche Vereinigung Bayerns", displayed: "KassenzahnÃ¤rztliche Vereinigung Bayerns".

If I set the title manually, it it displayed correctly, but only until I close Falkon and open it again. Afterwards the same encoding errors re-appear.

I confirm this bug, czech entries has bad encoding too. Pleas give back quick start entry to UTF-8.
