This seems impossible, or at least something must be very wrong. Plasma updates shouldn't touch app configurations. The place for toolbar configuration is (likely) ~/.local/share/kxmlgui5/okular/shell.rc on your system. Seems that file got modified or deleted during package update. Distribution packages do have the power to modify config files during update. But as Nate said, it would be odd in your case, because Plasma and Okular live independently. I.e. Plasma update shouldn't touch Okular. If you installed the update from Manjaro repositories, you should probably file a bug report to Manjaro. Right, sounds like a packaging issue.
