Demonstration 1

STEPS TO REPRODUCE
1. Add a Folder View widget pointing to any directory with a few files
2. Hover your cursor over any files and even try to select them by clicking, it's very unreliable

OBSERVED RESULT
Items don't reliably get highlighted when hovering the cursor over them, this also prevents them from being selected with a click.

EXPECTED RESULT
Hovering the cursor over items always highlights them properly.

SOFTWARE/OS VERSIONS
KDE Neon Testing
KDE Plasma Version: 5.15.90
KDE Frameworks Version: 5.59.0
Qt Version: 5.12.0

ADDITIONAL INFORMATION
Moving the cursor slowly makes it very easy to reproduce, but it can also happen with normal speed and is easily noticeable during regular use. Most of the time this happens with the last item shown, but it can happen with any item for example if your cursor is coming from the right.
Currently can't reproduce with icons view mode.

I updated my KDE Neon Testing install and I'm still experiencing this issue, am I missing something? Packages are very up to date as far as I can tell.

Fixed in Plasma 5.27 by porting Folder View to a new better scroll view type that does not trigger this issue.
