I missed a step in "STEPS TO REPRODUCE" between step 2 and 3, there should be another step:
2.5. sudo apt-get install --only-upgrade kdenlive
And the observed result for this command is:
> Reading package lists... Done
> Building dependency tree
> Reading state information... Done
> kdenlive is already the newest version (4:17.12.3-0ubuntu1)
I just realized, that this PPA explicitly does not provide packages for Ubuntu 18.04 aka "Bionic":
> Unfortunately, the QML parts are not reliable with Qt versions below 5.11, so bionic is out of scope (18.04 LTS, basis for several derivatives).
Marking this as RESOLVED and INTENTIONAL. Please changes it if other status is more appropriate.
