STEPS TO REPRODUCE
1. Create a notification, e.g. with "https://www.bennish.net/web-notifications.html"
2. While notification is present in a corner, close it, or just click on it.
3. Open notification history...

OBSERVED RESULT
...it's empty

EXPECTED RESULT
...but it probably shouldn't be.

That's by design. You interacted with the notification so you explicitly acknowledged it which means there's no point in keeping it in the backlog.
