I found the problem and it is not KDE. The problem is caused by dunst (https://dunst-project.org/) which I installed at some point and forgot about it. It's been installed a while so I'm not sure why I started noticing this in the last two weeks - it was updated to 1.3 at the end of April, but the release notes for 1.3 do not have anything relevant. Anyway, the fix is to disable or reconfigure dunst. |
