SUMMARY
After 19.04 was installed, I no longer have the "Copy channels" effect.

There was some confusion related to our effects sorting. The "Copy channels" effect can be found in the "Audio effects" tab. You can add ti to favorites to show it in the favorite effects in main tab, and with 19.04.1 all effects can be found using the search field
