After upgrading to Kubuntu 19.04 scrolling with mouse wheel on the desktop does not switch to prev/next desktop any more. This worked until Kubuntu 18.10 and still works if "Folder View" is not active.
Desktop mouse action for vertical scroll wheel is set to desktop switch.

STEPS TO REPRODUCE
1. Set desktop layout to "Folder View"
2. Scroll mouse wheel on desktop

OBSERVED RESULT
Nothing happens

EXPECTED RESULT
Switch to prev/next desktop

Seems to be an upgrade problem. After a fresh install this works for Folder View too.
