SUMMARY
Trying to save html page in "html only" mode, but it always saves in full mode creating a directory with all static files included in html.

STEPS TO REPRODUCE
1. Ctrl+S
2. Select "html only" mode
3. Press "save"

OBSERVED RESULT
Additional directory "Page title_files" created containing all static files included in saved page.

EXPECTED RESULT
Page should be saved as is with no additional files and subfolders.

KDE Neon 18.04
Firefox 66.0.2
xdg-desktop-portal-kde version: 5.15.4-0xneon+18.04+bionic+build33

Also I can't disable portal anymore, it's used by default after an upgrade some weeks earlier. Even setting `export GTK_USE_PORTAL=''` has no effect.

Not a bug on our side, it's Firefox who does the saving. This is also reproducible with xdg-desktop-portal-gtk.
