SUMMARY
The translation does not work in the settings of the kimpanel widget (Plasma-Desktop, Input Method Panel), if the translation file is called "plasma_applet_org.kde.kimpanel.po".
This error is observed (for example) in Kubuntu, Debian, Neon and AltLinux with the inclusion of a locale other than English.
If you rename the translation file to "plasma_applet_org.kde.plasma.kimpanel.po", then everything works well.

STEPS TO REPRODUCE
1. Start the system with a locale other than English.
2. Add kimpanel widget to home screen.
3. By clicking the right mouse button, open the widget settings menu.

OBSERVED RESULT
The menu is always in English, regardless of the selected locale.

EXPECTED RESULT
This menu must be in the language specified in the system.

kimpanel/package/metadata.desktop has:
X-KDE-PluginInfo-Name=org.kde.plasma.kimpanel

therefore the correct name of the translation catalog has to be "plasma_applet_org.kde.plasma.kimpanel.po" and the target in Messages.sh has to be renamed to "$podir/plasma_applet_org.kde.plasma.kimpanel.pot"
