A user might add a panel by mistake, or add the wrong panel type.

The location of the "remove panel" button is in a nonintuitive location, hidden under more settings.

Let's discuss a better organization of the panel buttons, to make them more intuitive to a user.

Make location of "Lock Widgets" and "Remove Panel" buttons more obvious

Summary:

Move these two buttons to the left/top of the panel edit mode toolbar.
