SUMMARY
Users are currently unable to set the narration rate within Okular, which isn't such a good thing as it's painfully slow.

STEPS TO REPRODUCE
1. Open document in Ocular
2. Select "Speak whole document"

OBSERVED RESULT
No way to set rate


EXPECTED RESULT
One should not only be able to set the rate, but one should be able to forward a paragraph, rewind a paragraph and pause.
