SUMMARY

Rebooting after today's (28 Feb, 2019) Neon update, the mousewheel no longer scrolls any KDE window.  This may be due to yesterdays Plasma update to 4.15.2, or may be due to today's libgd3 updates.  I didn't reboot after yesterdays update, so can't be certain it wasn't something in there that's causing the problem.


STEPS TO REPRODUCE
1. Have a KDE application window open with more data than can be displayed in one screen.
2. Move mousewheel to scroll screen up or down.


OBSERVED RESULT
Nothing happens.  Screen doesn't scroll in either direction.  Keyboard arrow keys work as expected.

EXPECTED RESULT
Screen scrolls up or down in relation to mousewheel direction.

ADDITIONAL INFORMATION
Scroll wheel works fine in non KDE applications such as Firefox, Chrome, LibreOffice, etc.

After waking computer from sleep this morning scrolling seems to be working again.  Can anyone mark this invalid?  I don't feel resolved is appropriate.
