I made two themes called «Breeze Flat Light and Dark», who uses the fallback resources of those themes to provide a Breeze experience, without the effects that some may find annoying.

I proposed to add those to Plasma themes, but apparently it might be better/cleaner to add an option to Plasma directly.

It was announced a month or so ago. :) It's a new panel setting: you'll be able to choose between "Opaque", "Translucent" and "Adaptive".
