SUMMARY
The same shortcut works under X11.


STEPS TO REPRODUCE
1. open Konsole
2. press ctrl+shift+, to open its preferences window
3. 

OBSERVED RESULT
nothing happens

Yes, I get '<' when pressing the shortcut in wayland
