SUMMARY
I'm not sure if it's directly related to kdeconnect or one of core projects, but it's where I found the bug.
I've downloaded this build: https://binary-factory.kde.org/job/kdeconnect-kde_Nightly_win32/333/

My system settings are:
Language: en-US
Location: pl
Keyboard: pl
Format (currency, date, etc): pl
Locale for non-unicode programs: en-US

Output from `systeminfo`:
