SUMMARY
Changing plasma workspace global option click behavior to double-click to open files and folders will prevent shortcuts on the desktop from starting when double-clicked.

STEPS TO REPRODUCE
1. Close all open applications
2. Open "System Settings" and click on "Desktop Behavior"
3. Change "Click Behavior" to "Double-click to open files and folders (single click to select)"
4. Close the "System Settings" window. Make sure all applications are closed.
5. Click the kickoff button on left side of the taskbar to bring up the "Application Launcher"
6. Add an application to the desktop by right-clicking it and selecting "Add to Desktop"
7. Double-click the icon on the desktop to start the application. If it starts up, close it and then try double-clicking the same icon on the desktop again.

OBSERVED RESULT
8. The application will not start.

You can have several icons on the desktop and none of them will start when you double-click them. However, if you have an application open and then double-click on a desktop icon, that application will start up. If you close all applications and double-click the desktop icons, they will not open the application.

EXPECTED RESULT
After doing steps 1 through 6, any time you double-click an icon on the desktop it should open that application.

Setting the "Click Behavior" in step 3 back to "Single-click to open files and folders" will allow launching applications from the desktop again with single clicks. Single-click action works fine. Double-click action does not work properly.

Confirmed. Notice this behaviour when upgraded to 5.15.0 in KDE Neon.
Annoying bugs in general desktop functions. Shame.
This could be the best linux desktop with QA not skipped .
Why to rush with new versions if not tested enough ?
Not enough beta testers. Yeah yeah.

This was fixed in Plasma 5.16.
