SUMMARY
When I click on global menu button on vertical panel, I cannot see top level global menu entries unless I access global menu via keyboard shortcut. Even then navigation is very cumbersome because submenues are shown over top level ones.

STEPS TO REPRODUCE
1. Have vertical panel with global menu button
2.a Click on button
2.b invoke global menu via keyboard shortcut  

OBSERVED RESULT
a. only first submenu is shown, others are accessible by hovering horizontally over "air"

b. top level menu is presented but its view is obstructed by first submenu

EXPECTED RESULT
a/b top level menu is presented and on hover/click submenu is shown besides top level one

This has been fixed as of Plasma 5.26, and possibly 5.25 too--I can't quite remember the exact release where the fix landed.
