I'm afraid I don't understand the problem. The PPA has the latest version, as one would expect? To get the latest flatpak and flatpak-builder we need to add a PPA as described here https://flatpak.org/setup/Ubuntu/ Nevertheless, I think that it is a better solution to offer the latest flatpak and flatpak-builder in KDE Neon repos and not suggest to the contributors to add PPAs to their system. Building flatpak is fairly out of scope for neon seeing as it is not KDE software. In particular, or perhaps even more so, because the flatpak devs do actively maintain the PPA as a first choice source for up to date flatpak builds.
