STEPS TO REPRODUCE
1. Open an app like Firefox or Dolphin
2. Unlock widgets on panel
3. Customize panel
4. Have MinimizeAll widget somewhere
5. Place mouse on top of MinimizeAll widget

OBSERVED RESULT
When the tooltip appears, Firefox is resized from the right side by the width of the tooltip and Dolphin is moved to the left by the same amount. Moving mouse away from this widget reverts the resizing or moving.

I can't reproduce. Tested with Dolphin and Firefox under Wayland.

This isn't reproducible anymore because of changes to layout editor in Plasma 5.18.
