I can confirm this but I am not sure if it's not intended. Actually, what you're calling bold is regular (it's just a large font size) and when you're calling regular is actually light. This was an intentional change that will be released with KDE Frameworks 5.55, because using light text for titles caused numerous regressions. Screenshot taken on Arch Linux (plasma 5.15 beta) shows KCM title with regular font. All KCMs are affected. EXPECTED RESULT KCM titles written with bold font.
