SUMMARY
If you have a scheduled payment dated after 28th of month then there should be an overall option as to when that date doesn't exist in the month whether to have that processed on the last day of that month or the first day of the next month.

STEPS TO REPRODUCE
1. Step up scheduled payment to come out 31st of each month.
2. Look at the forecast for a month which is shorter than 31 days (e.g. February 2019)

OBSERVED RESULT
Payment shows as being due on 28th February.

EXPECTED RESULT
Payment shows as being due 1st March.

This has been partially fixed, as you can now set a payment to be on the last day of the month.
