STEPS TO REPRODUCE
1. copy a word
2. copy a second word
3. check if there are two lines in clipboard
4. empty the clipboard
5. close the system tray (click somewhere else)
6. clipboard icon shows up and has an item inside - it's the last thing that was in clipboard before emptying

I already noticed this behavior on neon dev unstable.

Make sure "Prevent empty clipboard" option in Clipboard settings is disabled.

I can empty the applet after uncheck such option.

This doesn't always help. Currently I cannot empty my clipboard even with this disabled.

Same thing on neon dev unstable.

If this was caused by the same issue as
https://bugs.kde.org/show_bug.cgi?id=409366
than this should be fixed in Plasma 5.18.0.

Can you check if it works find for you in that or later version?

Clipboard applet is broken on Wayland session of Neon unstable.
It does not show texts copied from Kate, for example.

There were a lot of fixed for this in Plasma 5.21. I cannot reproduce the issue. Let's call it fixed.
