SUMMARY
Zooming in Okular is buggy.

STEPS TO REPRODUCE
1. Open this PDF in Okular: https://www.inf.ethz.ch/personal/wirth/AD.pdf
2. Press the Zoom In button until Fit Width shows up as de current page width
3. Press Zoom Out (on my system it zoomed out to 200%)
4. Press Zoom Out again

OBSERVED RESULT
After the 2nd press, it actually zooms in, and the page width goes back to Fit Width

EXPECTED RESULT
Further pressing Zoom Out, should decrement the zoom amount (200% -> 150% and so on)

Additional info:
CTRL + MWHEEL UP / DOWN are also affected. Also, this doesn't seem to be PDF specific

Do you have cut to margins enabled?

If you mean View > Trim View > Trim Margins, then yes, it was enabled. I am unsure if that was enabled by me or if it defaults to enabled.

Anyway, disabling Trim Margins seems to fix the issue, so I guess it's not a bug. Thanks

Trim Margins is not an option enabled by default so i guess you enabled it.
