SUMMARY
Using color picker tool with CTRL ignores color picker tool settings. Particularly notable with "Sample from current/all visible layer" setting.

This may not be techically a bug, but it's counter-intuitive and breaks the pourpose of the CTRL shortcut workflow for users that need to sample only the selected layer. I suggest it to follow the tool setting (best solution) or to at least have a configurable options on Krita settings. 

STEPS TO REPRODUCE
1. Open a new file with two layers, bucket-fill them two different colors and make the top-most layer 50% transparent.
2. Select the top-most layer, change the color-picker tool to "Sample Current Layer"
3. Change back to the Brush tool, press CTRL and sample from the top-layer.

OBSERVED RESULT
Color picker ignores setting and takes the mix of both layers color.

EXPECTED RESULT
Color picker respects setting and takes only selected layer color.

I realized later that there is a separate combo key of CTRL+ALT to sample from current layer only.
