SUMMARY
unable to copy from windows and paste in linux

STEPS TO REPRODUCE
1. copy text from windows
2. paste in linux

Also tried by clearing klipper history, it doesn't work


OBSERVED RESULT
its still pasting last copied text in LINUX

EXPECTED RESULT
pasted text should be from windows

I don't understand what you're trying to describe.

If you're running windows then you're not running plasma.
