The issue is this: When I am currently connected normally to a wireless network and attempt to switch to another wireless network which is also in range, it drops the first, then says "Configuring interface" under the second one to which I wish to switch, and then after 30 seconds or so of configuring, it almost always fails with the message "the WIFI network could not be found", and then connects back to the first network.

Why I know this is an issue: If I manually disconnect from the first network, and click connect on the second network without having been connected to anything, it works. This happens irrespective of which two wireless networks I am using.

STEPS TO REPRODUCE
1. Connect to a wireless network
2. Click on another wireless network

OBSERVED RESULT
Can't connect

EXPECTED RESULT
Can connect

WORKAROUND
disconnect first and then connect

This doesn't seem to be a problem in plasma-nm. I think you should report this problem to NetworkManager, which is not part of KDE. You can find NM bugzilla here: https://gitlab.freedesktop.org/NetworkManager/NetworkManager/issues
