SUMMARY

If I try to use CTRL + N shortcut to take a screenshot, the app will let me select a region but will not take the screenshot when I hit enter or double click. It also doesn't allow me to get out of the selection with ESC or any other combination of keystrokes.

It works fine if I click the "Take a new screenshot" button instead.

STEPS TO REPRODUCE
1. Open Spectacle
2. Use CTRL + N to open the selection window
3. Select an area and try to take the screenshot with ENTER or double click

OBSERVED RESULT

Does not take screenshot, no way to get out of selection.

EXPECTED RESULT

Takes screenshot and responds to keystrokes.

Cannot reproduce with Spectacle from KDE Applications 18.08, 18.12, or git master. Assuming it's been fixed since your version (17.12)

I don't see an update available through apt. Where can I find the new version? The source should be included with KDE right? or do I need to add additional sources to apt?

You are using Ubuntu, which is a discrete release distro. There are no new versions available unless you upgrade the whole thing (e.g. to Kubuntu 18.10). There is also the backports PPA but I don't believe that updates apps. You could also try the Flatpak or Snap versions using Discover.
