STEPS TO REPRODUCE
1. Turn off internet connection.
2. RMB click on Discover tray icon.
3. Select 'Refresh' option.

EXPECTED RESULT
Instant appearance of relevant error message about offline status - same when clicking  'Check for Updates' button on updates page.

I'm not sure I understand what you mean. You don't like having an error message because of lack of connectivity?

If there is no internet connection - and you right mouse click on Discover tray icon and then click on 'Refresh' option in appeared right click menu - nothing happens. I thought it would be better to display informative popup error message similar to message when clicking on 'Check for Updates' button on updates page when internet connection is absent - 'Cannot refresh cache whilst offline'

I think he's saying that he *wants* an error message for the listed use case, and that there isn't one.

By the updates plasmoid there's the network management one that already gives this information. Let's stay focused.
