The "File" top-level item won't open in the global menu plasmoid after launch of the Libre Office programs (all of them). However after switching to another application then switching back to LO, the problem gets fixed.

Actually no, it's a problem in hamburger menu as well.

BTW, there is no problem with Mate-HUD, the file menu gets exported. So it may not be a Libre Office bug necessarily.

Is that still an issue on Plasma 5.14.4 with this patch [1]?

Just upgraded to 5.14.4 and rebooted. Issue persists.

Good news: the bug has gone in LibreOffice 6.2 beta 1 (see the upstream bug report)
