STEPS TO REPRODUCE
1. Start standalone Windows Decorations KCM. 
2. Switch to top 'Buttons' KCM tab.
3. Switch back to Theme tab.

OBSERVED RESULT
Cursor changes to text selection style

EXPECTED RESULT
Cursor stays in normal style

ADDITIONAL INFORMATION
Cursor turns back to normal style when leaving the KCM window, hovering over windows previews in the KCM, etc.

I can confirm such behavior in plasma 5.15 beta.

I can't reproduce opening the standalone kcm with "kcmshell5 kwindecoration"
command on neon unstable.

I cannot reproduce it with these particular steps on KDE Neon Testing with Plasma 5.23.90 either. Please feel free to reopen if you can still reproduce it.
