Issue example

100% opacity does not make panel opaque.


STEPS TO REPRODUCE
1. Make panel not solid
2. Make panel opacity 100% 
3. Make windows go below the pane.

OBSERVED RESULT
Screenshot attached. You can see a second firefox icon behind one that is fully visible. Fully visible icon is a plasmoid in the panel while barely visible icon comes from window titlebar.

EXPECTED RESULT
Icon from window titlebar which is behind the panel should not be visible.

SOFTWARE/OS VERSIONS
Distribution: Archlinux
KDE Plasma Version: 5.14.3
KDE Frameworks 5.51.0
Qt 5.11.2 (built against 5.11.2)

P.S. I am aware of "solid" option, but it creates ugly border at the bottom so i am not using it.

Latte is not breaking the plasma theme maximum opacity... 

either you need to enable Blur from Tweaks page 
or
you need to choose Solid from Appearance page

Is a white border at the bottom of panel (panel is positioned at the top of the screen) when solid mode is enabled a bug or an intended behavior? Border is not present when solid is disabled.

of course it is..
when you enable Solid, you are using the solid svg from plasma theme, that specific svg for that specific plasma theme contains a white border

A forum thread with Latte community users would be the best place but I dont think exists any.

Alright since this is a solved deal ill slip in a question here.

Does latte modify BorderlessMaximizedWindows option from kwinrc? Every time i modify this option and restart latte - it resets. I have not seen any option even under advanced switch that would look like it could be doing that.
