Im not able to reproduce this. Can you provide a more detailed explanation of the how to reproduce the issue along the program version used and what distro. More info at: https://community.kde.org/Get_Involved/Bug_Reporting#Software_versions Unable to reproduce on version 18.12.3. It never minimizes and resizing works. If you continue to be affected by this please give detailed steps to reproduce and the software versions as stated before.
