Issue example

Dock displays popup of global menu applet even when it is empty. This does not happen with standard plasma panel.

STEPS TO REPRODUCE
1. Add "Global Menu" widget to the dock
2. Minimize any windows
3. Hover mouse around the area where global menu is supposed to show up.

OBSERVED RESULT: Tooltip of seemlingly empty area is displayed. Screenshot attached.

EXPECTED RESULT: No tooltip should show up.

You can disable tool tips from Tweaks, Title tooltips

or for specific applet you can lock it from the tool tip shown in edit mode

Locking does not prevent tooltip showing up. Tweak is fine, but probably not optimal in some situations. For example active-window-controls had an option to display application text by default and show window title in the tooltip. Is there no easy way to copy the default behavior?
