SUMMARY
When you right click on a panel and go to "Panel Options" there is an option to add a new panel, but no option to remove it.
Instead, to remove a panel you have to click on the hamburger menu on the panel, then go to "More Settings..." and there is a "Remove Panel" option.
The option to remove and add a panel should be in the same menu, so it's more consistent and not confusing.

STEPS TO REPRODUCE
1. Right click on a panel
2. Go to "Panel Options"

OBSERVED RESULT
There is only a "Add Panel" option, but not a "Remove Panel" option

EXPECTED RESULT
There should be a "Remove Panel" option

You can also get to configure panel from that context menu

Still no option to remove a panel in the right click context menu.

When you for example accidentally add a panel you don't want you need 4 clicks to remove it again.
The remove option being in the same menu as the add option makes much more sense.

This was done on purpose to not have people accidentally remove their panels. The same reason why "Remove widget" doesn't show up unless the panel controller is expanded.

Oh, ok.
But could you move the remove option into the toolbar (out of more options) to make it easily discoverable?
You can always click undo when you remove a panel.
