Read my summary again. When you for example accidentally add a panel you don't want you need 4 clicks to remove it again. The remove option being in the same menu as the add option makes much more sense. This was done on purpose to not have people accidentally remove their panels. The same reason why "Remove widget" doesn't show up unless the panel controller is expanded. But could you move the remove option into the toolbar (out of more options) to make it easily discoverable?
