STEPS TO REPRODUCE
1. Press configure panel hamburger menu.
2. Hover over any panel widget.
3. Remove it from the panel with configure/remove popup.
4. Hover over any panel widget again.
5. Try to configure/remove it by its popup.

OBSERVED RESULT
The popup hides quickly after cursor hover

I can reproduce with plasma 5.15 beta.

Yep, this was fixed a while ago.
