Firstly disable the progress tracking in the task manager and system tray following the steps below:

Right click on notifications applet in the system tray -> Notifications Settings -> uncheck "Track file transfers and other jobs", click "ok" button.
Right click the task manager in the plasma panel, select "configure task manager...", uncheck "Show progress and status information in task buttons", click "ok" button and restart plasma session.

STEPS TO REPRODUCE
1. right click some big file in Dolphin
2. select "Compress > Here as (tar.gz/zip)"
3. focus the window that shows the progress by clicking its entry in the task manager

OBSERVED RESULT
the window is too narrow, watch the screencast please.

EXPECTED RESULT
correct window size

Same thing when Ark 19.04 beta compresses files.

New steps to reproduce on Plasma 5.16 or newer

1. open system settings > notitications
2. uncheck "Show in task manager" and "Show in notifications" and click on "Apply" button
3. right click on some big file in Dolphin
4. select "Compress > Here as (tar.gz/zip)"
5. focus the window that shows the progress by clicking its entry in the task manager
