Hi, recently you have add an amazing blur effect on plasma environment, why not expand this on breeze qt style also? 

For example, look this:

It's simply beautiful, but require an external theme engine, if you add an option to set breeze default theme transparency like this can be very fantastic feature.

It is in the Breeze Qt style already. As for that store.kde.org entry, anything there would be up to the developers of the Kvantum theme; it's not our code.

Actually blur effect of breeze qt style works only on menu and konsole, there is a way to set it on windows background?

That's out of scope for this feature; it was only for menus. There are probably some 3rd-party themes that will allow you to blur everything. :)
