A simple patch to start things.

Currently the application config is used with no way of overriding it.
That would allow, e.g to have editor settings be per-session in kdevelop (https://bugs.kde.org/show_bug.cgi?id=282863)

I have attached a naive patch, I'm working on writing a test for it but I'm not sure if something as simple would work.
