It does not. It is a global setting.

SUMMARY Right now KDE Plasma's Click behavior is located in: >> System Settings >> Workspace (section) >> Desktop Behavior >> Left column >> Workspace >> Not only is this so difficult to find, but it is also located in an unexpected place. Making the situation even worse. I understand we also open files and folders on desktop, but don't we we primarily use Dolphin to open files and folders? It only makes sense that we put this option in Dolphin's configuration, so that the learning curve and user experience can be greatly improved.
