STEPS TO REPRODUCE
1. start Wayland session
2. click hamburger button aside the digital clock
3. click "More settings..." button, do NOT move your cursor and click again

OBSERVED RESULT
panel settings closes and the widgets are blocked

What do you mean by widgets blocked? You can't click on panel/desktop or they become locked?

cannot reproduce with plasma 5.15 beta on Arch Linux.
