Currently offline updates are enabled by an environment variable. It'd be cool if we changed this (or added?) a config setting a user can put into .config/discoverrc to permanently enable offline updates.

This would allow us to do initial opt-in testing for offline updates.

pk: Make it possible to enable offline updates beyond the env var

Adds a setting that can be defined on kdeglobals such as:
```
[Software]
UseOfflineUpdates=true
```
