SUMMARY
I am using alt+shift for switching layout, recently I've upgrade to kde neon 18.04. to discover that alt+shift works only for left alt + left shift but not right alt + right shift.

STEPS TO REPRODUCE
0. add Arabic layout or any layout.
1. go to configure keyboard option
2. enable alt+shift for switching another layout 
3. try to change the layout by right alt + right shift

I notice that you can change the layout only once by right alt + right shift after that will not work.
