SUMMARY
Right now KDE application version 18.08.1 is going on but Okular is showing version 1.5.1 in the info center that is the correct. Maybe that is intentional, then the bug report can be closed.

"KDE Applications" is just a bundle of applications and it is intended to be only the version of the bundle. The applications which are part of the bundle are free to have their own version numbers. Some of them decided to use the version number of the bundle, but that's a choice.
